The purpose of the Bilingual/ESL program is to enable English Language Learner (ELL) students to become competent in the comprehension, speaking, reading, and composition of the English language. Luling ISD currently administers a Bilingual Education Program in qualifying elementary grade levels. In order to qualify for Bilingual program administration, the grade level must contain 20 or more ELL students. An ESL program is administered in grades six through twelve as well as the elementary grades that do not contain at least 20 ELL students.
To determine qualifications, an Oral Language Proficiency Test (OLPT) is administered in English to students whose Home Language Survey reflects a language other than English. Parents will be notified if their child has been classified as an English Language Learner and recommended for placement in the required program. The entry or placement of a student in a program must be approved in writing by the student's parent.
