It is preferred that the individual that is experiencing the problem, place his or her own work orders. The person that witnessed the problem is the one that can input the most accurate description of the problem other than "not working". A complete description helps for when a Technician or Staff member attends to a problem and the requester is not available to debrief staff on the situation.
